This issue has been resolved, and Office 365 Outlook Desktop Application has been restored to normal functionality.

PEOPLE AND LOCATIONS IMPACTED:
Some students, faculty, and staff at all Penn State locations attempting to authenticate into the Office 365 Outlook Desktop Application

IT SERVICE(S) IMPACTED:
Office 365 Outlook, Desktop Client is partially unavailable, authentication is displaying a throttling error

Vendor is working towards a solution. Penn State IT continues to monitor the situation and will provide updates when more information is known.
